Editors should consult with writers before they make significant changes.

That being said, editors LOVE to tinker with titles.

Back in the pre-internet days I wrote short stories (fiction) for a syndicate that submitted them to the Sunday magazine sections of major newspapers, back when those magazines still published short fiction, and while the editors usually left my prose alone, they almost ALWAYS changed the title.

One story would be published in 6 different magazines with 6 different titles.
