It's because they think that the rules don't apply to them.

I worked with the public for 21 years and that's what I learned. Most folks know that there are rules and do their best to follow them.

But a certain number of people feel that following the rules are for chumps and that the rules don't apply to them.

We called these people "the Special People" and we did what we could to avoid them.
