I've stayed a pet friendly hotels who put guests on notice that while pets were welcome in the rooms, they were not to be left alone in the rooms.

I've also stayed in pet friendly hotels whose policy was to fine guests whose dogs barked loudly and for long enough to disturb other guests.

So a good hotel can manage this if they want to.
