There are three ways that I know of.

You start the publication yourself. Viola! You're an editor.

Somebody asks you to be an editor for an already existing publication.

Medium itself asks you to start a publication. This happens. rarely. It only happens to Medium Superstars. It goes without saying that it has never happened to me.
